Problem : As most work contexts have a large number of properties and parcels, it is necessary to employ zoom layering to maintain adequate speeds in the system, but occasionally users will need to see layers that are outside the zoom range – this is currently not possible.

Solution : Allow the user to turn the zoom layering off by either - Including an additional column tick box to turn zoom layering off or on for individual layers, or Allow user to right click on legend item and turn zoom layering off or on for individual layers. Either choice should be able to be disabled by the administrator for each layer or the whole work context
