Change the cursor when tools are selected that reflect the tools icon... IE zoom tool cursor changes to a zoom tool cursor when user moves over map

I'd like to see wait cursors addded to Enquiry. I've noticed that most users don't notice the small activity bar in the bottom left and wonder why nothing is happening after they click, so they click again and then it cues up multiple operations causing much confusion.
