Purpose
This paper is to update technical mangers on progress with the All of Government purchase of high resolution imagery for New Zealand. An All of Government purchase will make all products available to all territorial authorities.The products will provide a baseline dataset for the whole of the country, captured in a consistent way over a short timeframe.The initiative hopes to be able to capture panchromatic, natural colour and multi-spectral imagery for all of New Zealand within a 5 years. It also allows for two captures of urban areas, two to three years apart. The products are designed be complimentary to higher resolution aerial imagery (0.1-0.2m) and not to replace it. If the project receives approval from Officials Committee for Geospatial Information (OCGI) and has sufficient funding, initial imagery could become available by December 2006.Once contract negotiations begin a detailed information pack will be sent to all territorial authorities.
Background
In 2004 the OCGI set up a small subgroup to group of agencies to the needs of agencies for aerial imagery.The group received responses covering more than 20 needs. Based on the needs analysis a series of product specifications were agreed upon (see below). A Request For Information (RFI) for the supply of imagery. was issued on behalf of OCGI by the Commercial Support Unit of the New Zealand Fire Service.The RFI process was managed by the Commercial Support unit of the NZFS, in accordance with NZFS procurement guidelines and procedures. The RFI was posted on GETS on 28 November 2005. The RFI closed on the 3 March 2006. The evaluation team reviewed the responses and has provided a recommendation to OCGI members.

Product Specification
The products and minimum specifications required were: Coverage requirements

| New Zealand | Coverage shall include all land, all enclosed waters (e.g. harbours, sounds, fjords, lakes, lagoons etc) and shall extend no less than 1km offshore of any land or rock as depicted on any published chart in the NZ hydrographic series covering these areas. Complete coverage of urban areas listed in Appendix 1 within 12 months. |

| Ross Dependency | Coverage shall include A band 10 kilometres either side of the coastline of the Ross Dependency from Cape Chocolate (77 45 S, 164 30W) north and west to 160 W (See chart NZ 14900). The coastline will be either the interface between the land and fast sea ice or the interface between ice tongues and either open water or fast ice. Plus the edge of the McMurdo ice Shelf from the area of Cape Chocolate to Hut Point Peninsula, Ross IslandPhotography should take place as far as possible mid summer (between 14 December and 14 January annually). |

Project Costs and Funding Arrangements
Cost is to be finalised but is estimated at $6 million over five years.A business plan is being prepared which will detail the proposed pricing structure for agencies. At this stage it is anticipated that territorial authorities would need to make an investment of $10-15,000 per annum for the five years, starting FY 06-07 to gain access to the imagery.In the event that additional stakeholders sign up after the proposal is fully funded, the annual cost to members would decrease proportionally. This initiative is separate for the All of government licence for low resolution imagery that is being managed by Ministry for the Environment. The table below outlines some of the basic difference to avoid confusion.
